SUGGESTED LEAD:  A drive to provide education funding for kids who think outside the box was killed this week in the House of Representatives, by the majority party.  This in spite of the passion of one lawmaker.  Ruth Johnson reports from Olympia.

Manweller:  "Here is a story that is all too common."

Johnson: Representative Matt Manweller on kids and the state of education.

Manweller:  "They go 40-50 thousand dollars in debt.  And they go out into a job market, and they feel betrayed."

Johnson:  The Republican lawmaker has seen it happen over and over.  He is a college professor. It has made him a strong advocate for all kinds of education.

Manweller:  "I would like to see this money actually educate our students in a way they want to be educated."

Johnson:  He pressed for passage of an amendment that would provide 21 million dollars for career and technical education.

Manweller: "You go to Scandinavia and the kid that opens the auto mechanics shop?  He is considered just as much a success as someone who gets a degree in...God forbid...political science."  (laughter)

Manweller: Matt Manweller's humor, logic and education were all heard.  But in the end, it was all ignored by the majority party who turned down funding for career and technical education in the state of Washington.
